انجمن حقوقدانان فارسی زبان کبک طی گزارشی که اخیرا منتشر کرده است می گوید مدارکی از دولت کانادا به دست آن رسیده است که نشان می دهد ۹۰% درخواستهای ویزا ی دانشجویی اتباع ایرانی برای تحصیل در دوره های لیسانس دانشگاههای کانادا از سوی سفارت این کشور در تهران رد شده اند. جالبتر این است که رد ویزای کسانی که متقاضی تحصیل در دانشگاههای استان کبک بوده اند دو برابر سایرنقاط کاناداست. متن گزارش این انجمن به زبان انگلیسی در پی می آید: برای مهاجرت قانونی و سریع به کانادا از طریق سرمایه گذاری کبک و فدرال و یا نیروی متخصص کبک و فدرال با شرکت کنپارس به مدیریت دکتر مختاری تماس بگیرید.

STUDENT VISAS: ۹۰% REFUSAL AT CANADIAN EMBASSY IN IRAN 
 
 

Montreal- July ۱۲th ۲۰۰۹— According to documents obtained through the Access to Information Act by the Persian Law Association of Quebec, the refusal rate for undergraduate student visa requests reached ۹۰% at the Canadian Embassy in Tehran for ۲۰۰۸.

Furthermore, statistics obtained by the PLAQ reveal that students admitted to Quebec universities seem to receive differential treatment than university students admitted in the rest of Canada. While the refusal rate for undergraduate student visas is similar in Quebec compared to the rest of Canada, the gap widens at the graduate and postgraduate levels where the rate of refusal is ۵۰% higher for students applying to Quebec universities.

The PLAQ denounces this abnormally high refusal rate for undergraduate student visa requests at the Canadian embassy in Tehran, and is seriously concerned over the differential treatment suffered by students admitted to graduate and postgraduate studies at Quebec universities. The PLAQ considers that this treatment seems to point to a violation of the principle of a uniform application of the law and the fair treatment of requests.   
 

Officials with the Minister of Citizenship and Immigration appear to be aware of the issue. As it appears in an email dated March ۲۰۰۹, obtained by way of the Access to Information Act, the director of operations with the Minister of Citizenship and Immigration enquired with the Canadian Consulate in Tehran on this matter:   
 

“Can you please give us a few bullets as to why Quebec applicants have a different refusal rate (...)?” 
 

Moreover, in another email in March ۲۰۰۹, a general director of the Minister questioned the Consulate and wrote: 
 

      “(..) what can you tell us about why the refusal rate is what it is ?” 
 
 

The PLAQ asks that officials take urgent measures to ensure that student visa requests are processed fairly and in accordance with the legislation in force as well as the Canada-Quebec Accord Relating to Immigration and Temporary Admission. 
 

The PLAQ is pleased to learn that the refusal rate of visitor visas at the Canadian embassy in Iran declined from ۶۰% in ۲۰۰۸ to ۳۹% in the month of February ۲۰۰۹. However the PLAQ remains cautious and believes that even if the criticism made by the PLAQ since September ۲۰۰۸ appears to have been taken seriously by Ottawa, that the Canadian government should undertake an investigation at its embassy in Tehran in order to ensure that its practice and procedures respect the applicable legalisation and policies.

The Persian law association of Quebec is a non for profit organization created in April of ۲۰۰۷ and includes as its members lawyers, notaries, law professors and students. This association is non-religious and apolitical.
